As a Preconstruction Manager, you will work closely with the VP of Development and Construction, ensuring seamless coordination between project planning and execution. Your role will focus on constructability analysis, site logistics, estimating, and budgeting. You will also manage project documentation and foster effective communication with stakeholders, including City Planners and consultants.

We are looking for a detail-oriented and experienced Preconstruction Manager to join their team and help drive project success from inception to construction readiness.

Job Description

Planning & Approvals:

  • Assist in acquiring and managing documents required for Site Plan Approvals.
  • Ensure timely responses and documentation to advance projects to permit-ready status.
  • Lead the initial application process for high-rise building permits.



Estimating & Budgeting:

  • Prepare Class C cost estimates based on project plans, specifications, and scope.
  • Analyze project requirements to develop cost-effective solutions.
  • Utilize historical data and lessons learned to refine high-rise construction schedules.



Bidding & Procurement:

  • Coordinate early estimates and bid processes for upcoming projects.
  • Work with subcontractors and suppliers to obtain accurate pricing and create comprehensive bid packages.
  • Implement value engineering strategies to ensure efficiency and cost-effectiveness.



Cost Analysis & Risk Assessment:

  • Conduct thorough cost analysis and feasibility assessments.
  • Use historical trends and data to improve future estimates.
  • Provide insights to senior leadership to optimize project resources, budgets, and timelines.



Project Documentation & Compliance:

  • Maintain detailed records of estimates, bids, and project documentation.


  • Develop and manage essential project documents, including:
  • Material take-offs
  • Job cost estimates/budgets
  • Site logistic plans
  • Scopes of work and specifications
  • Addendums and tender notices
  • Cost comparisons and letters of intent
  • Shop drawing reviews and approvals
  • Ensure all documentation meets company standards and compliance regulations.
  • Maintain an updated electronic supplier and vendor registry.



Collaboration & Communication:

  • Work closely with senior management, architects, engineers, and project teams.
  • Coordinate with stakeholders, subcontractors, consultants, and regulatory authorities.
  • Participate in and lead meetings as required.



Value Engineering & Continuous Improvement:

  • Identify cost-saving opportunities and recommend alternative construction methods.
  • Stay updated with industry trends and emerging technologies in construction.
  • Work with corporate services to align data analytics with high-rise project requirements.
  • Identify and address scope gaps with the Director of Development and Construction.



Secondary Responsibilities:

  • Attend meetings with regulatory authorities and stakeholders.
  • Visit City Hall and other regulatory offices as required.
  • Perform additional duties as assigned.

The Successful Applicant

  • Diploma/Certificate in Construction Management, Urban Planning, Architecture, or a related field (preferred but not mandatory).
  • Minimum 5 years of experience in construction, with a focus on estimating and scheduling in preconstruction.
  • Strong knowledge of construction methods, materials, and costs.
  • Experience with construction software (e.g., Bluebeam, ProEst, Yardi CM Estimating).
  • Ability to use AI-driven estimating tools is a strong asset.
  • Proficiency in Microsoft Office Suite (Outlook, Word, Excel, MS Project).
  • Strong analytical and mathematical skills with attention to detail.
  • Experience with data analysis tools (Excel, Power BI, Procore) is preferred.
  • Excellent communication and interpersonal skills.
  • Ability to manage multiple tasks and priorities in a fast-paced environment.
  • Valid G driver's license with a clean driving record.
